MOSCOW, Jan. 4 (UPI) -- Russian President Vladimir Putin was listed No. 2 among the world's most powerful people but the top spot was left blank in a Foreign Policy magazine article.

Eurasia Group President Ian Bremmer said no one occupied the top spot in his rankings because "everyone is waiting for someone else to shoulder responsibility for the world's toughest and most dangerous challenges," RIA Novosti reported Friday.

Bremmer said he based the rankings on "a quick, informal survey around Eurasia Group on power and global politics."

After the blank spot and Putin, the rankings are U.S. Federal Reserve Chairman Ben Bernanke, German Chancellor Angela Merkel, U.S. President Obama, European Central Bank chief Mario Draghi, Chinese Communist Party Secretary General Xi Jinping, Iran's Supreme Leader Ayatollah Ali Khamenei, International Monetary Fund chief Christine Lagarde and Saudi King Abdullah Bin Abd al-Aziz.
