A body found at one home is believed to be that of a 75-year-old fisherman who lived alone, officials said.
Firefighters brought the fire under control in about two hours after it was reported at 2:10 a.m. local time.
The fire, which burned about half an acre, destroyed 10 homes and partially or slightly damaged seven others.
