Emir says Kuwait faces order or chaos

KUWAIT CITY, Nov. 7 (UPI) -- The emir of Kuwait said the country's citizens must choose between being a state of laws or a land of chaos.

The country has teetered on a constitutional and political crisis since the dissolution of its Parliament and the failure to reinstate the legislative body. Sheik Sabah al-Ahmad al-Sabah has called for a legislative elections Dec. 1.

"We have to make the choice between a state of law and constitution, and a state of chaos and abuse of the constitution," Sabah said.

He said he wouldn't hesitate to deal with attempts to undermine Kuwait's security and safety of its citizens, and that efforts to harm the county would be addressed harshly, The Gulf News reported Tuesday.

Sabah also cut the number of candidates a voter can select from four to one, arguing it provided a fairer representation. Opponents have said the change was a move to reduce the people's influence.
