Russia mulls aircraft 'cash for clunkers'

MOSCOW, Oct. 31 (UPI) -- A "cash for clunkers" program to get rid of outdated aircraft may be started in Russia, a document released Wednesday by the Industry and Trade Ministry said.

"Russia's aircraft fleet is characterized by a large number of morally and functionally obsolete airplanes and helicopters, primarily, in the segments of regional and short-haul aviation," the document said. "The successful practice in implementing the car scrapping program can be used to renew the aircraft fleet."

Officials said they expected only aircraft at least 15 years old and airworthy would be eligible, RIA Novosti reported. Airlines participating in the program were expected to be financially viable.

The document said the subsidy would be used to buy new airplanes similar in class to the aircraft that would be scrapped.
