The criminal chamber of the Supreme Court of Justice of Colombia ruled Garavito cannot be prosecuted for the same offense twice and denied the extradition Wednesday.

In 2000, Garavito, known as "The Beast," was sentenced to 40 years in prison for the rape and murder of 111 children.

Ecuador petitioned for his extradition in July 2011, requesting that Garavito be tried in Ecuador after having served his sentence in Colombia.
