GUSEV, Russia, April 8 (UPI) -- Rival law enforcement agencies in Russia are debating whether a case in which two teenage girls were taped beating a third should be dropped due to their age.
Local prosecutors closed the case against the two suspects Saturday, but the Investigative Committee demanded Sunday for the case to be reopened, RIA Novosti reported.
The two girls appeared on a video kicking another teenage girl in the head while a male voice is heard laughing off-screen in the town of Gusev in late March. The victim, Yelena Sukhorukova, 16, was hospitalized, Klops.ru reported.
One attacker told Rusnovosti.ru she beat Sukhorukova for badmouthing her family.
Local authorities and regional prosecutors said the two girls were too young to be charged. Local authorities said the girls were less than 14 years old, regional prosecutors said they were 15 years old, RIA Novosti reported.
