"It is alleged that the proper safety procedures were not followed during the training exercise," the Canadian Defense Department said in a statement.

Besides manslaughter, Maj. Darryl Watts and Warrant Officer Paul Ravensdale face four counts of unlawfully causing bodily harm and one count of negligent performance of a military duty, the Canadian Broadcasting Corp. reported.

Baker, 24, was a member of the Loyal Edmonton Regiment, 4th Battalion Princess Patricia's Canadian Light Infantry. He was serving with the Kandahar Provincial Reconstruction Team in Afghanistan, the Defense Department said.
