TRIPOLI, Libya, April 3 (UPI) -- Moammar Gadhafi's son has proposed ending the Libyan war by having the dictator resign, a diplomat said, while another regime official flew to Athens Sunday.
The diplomatic source told The New York Times Gadhafi himself may not have agreed to the overture by his son, Saif Gadhafi, who would take power and transition Libya to a constitutional democracy.
The diplomat told the Times Sunday the proposal is a starting point for negotiation that would eventually settle the rebellion. "But the bargaining has yet to commence," the diplomat said.
Meanwhile, Britain's The Guardian newspaper reported Sunday that Gadhafi's deputy foreign minister, Abdul Ati al-Obeidi, has flown to Greece, possibly bringing proposals for a truce or Gadhafi's departure.
Adding to the intrigue, Obeidi accompanied Foreign Minister Musa Kusa to Tunisia Wednesday but returned to Tripoli while Kusa flew on to London.
Arab sources also told The Guardian of another peace feeler by Gadhafi to former U.N. Secretary-General Kofi Annan.
The Times said Western nations had been expecting some kind of proposal from Tripoli ever since one of Saif's top aides arrived in London to meet with British officials.
From the front lines, the BBC reported a stalemate around the coastal oil town of Brega Sunday.
Gadhafi troops were reported holding the local university but were not engaging rebels because of the risk of more NATO airstrikes.
Rocket and artillery fire was exchanged in the town as coalition planes flew overhead.
In the west, residents of rebel-held Misurata told CNN that Gadhafi's forces had surrounded the port city and snipers could be seen on rooftops. They also said they could hear artillery bombardments near the docks.
The port is a vital link for rebels to receive food and supplies.
A doctor said two mortar shells hit a Misurata medical clinic Sunday, killing at least one person and injuring 15. A ship carrying 230 casualties from Misurata docked in rebel-held Benghazi Sunday.
