MOSCOW, March 29 (UPI) -- Russian investigators said Tuesday two Chechen militant leaders were responsible for organizing January's Moscow airport bombing that killed 37 people.

Spokesman Vladimir Markin of The Investigative Committee said the panel has decided to bring charges against Doku Umarov and Aslan Byutukayev in addition to other active members of militant groups, the Russian news agency RIA Novosti reported.

Markin said police detained two brothers for helping stage the airport attack following a raid Monday.

Seventeen rebels were killed when government forces attacked a base used by Islamist insurgents in Ingushetia to train suicide bombers, the news agency said.

A Russian daily reported Tuesday that both Umarov and Byutukayev may have been among those killed but there was no official confirmation.

In recent years there have been many false reports of Umarov's death.
