Medvedev in Japan for upcoming summit

YOKOHAMA, Japan, Nov. 12 (UPI) -- Russian President Dmitry Medvedev is in Japan for the Asia Pacific Economic Cooperation summit to be held this weekend in Yokohama, officials said.

However, his planned visit with Japanese Prime Minister Naoto Kan remains up in the air because of a renewed diplomatic spat between Moscow and Tokyo over the Kuril Islands, RIA Novosti reported.

Japan calls the Kuril Islands the Northern Territories, and Medvedev's recent visit to one of the islands angered Japanese officials.

All of the 57 islands are under Russian jurisdiction, but Japan claims the four southernmost as part of its territory.

Tokyo called Medvedev's visit "regrettable," but Moscow said it is up to Russian authorities to decide on trips inside the country.

Kan said last week he was unsure if the scheduled meeting would take place.
