NEW DELHI, March 12 (UPI) -- Pakistan must transform itself to be a true democracy and good neighbor, India's Home Minister P. Chidambaram said Friday in New Delhi.
During a seminar on South Asian security, Chidambaram said Pakistani officials must do more to rein in militancy, warning India would respond "swiftly and decisively" if it is attacked and the assault could be traced to Pakistan, the Pakistani newspaper Dawn reported.

"(Pakistan) must reinvent itself ... to become a truly democratic country where real power lies in democratically elected leaders' hands," Chidambaram said. "The two countries are nuclear powers, so war is not an option. We must talk when we can, at other times we have to simply be vigilant and alert."
