The nation's capital prepares for Inauguration Day on Wednesday amid the COVID-19 pandemic, as well as security threats after an attack on the Capitol two weeks before. President-elect Joe Biden and Vice President-elect Kamala Harris will be sworn in on the Capitol steps.
