Body hanging on fence mistaken for Halloween decoration

The incident could be related to a number of cases of missing and murdered women in the area.

CHILLICOTHE , Ohio, Oct. 16 (UPI) -- Police in Chillicothe, Ohio, arrested a man on a murder charge after a woman's body was found hanging from a fence, a scene initially believed to be a Halloween decoration.

The beaten and bloodied body of Rebecca Cade, 31, was found by construction workers earlier this week, hanging on a fence with one arm raised. The fence surrounds an electric company substation lot under construction in Chillicothe, 100 miles from Cincinnati.

At least one neighborhood resident thought it was a Halloween prank.

"It was straight out of a horror story. She was hanging over there, her left hand up," said witness Tammy Dixon.

Police arrested Donnie Cochenour Jr., 27, who was arraigned in Chillicothe Municipal Court. Prosecutors said he admitted to police he and Cade had "an altercation," and detectives said they recovered the bloody clothes he wore when he allegedly beat her to death.

Although police said the incident was isolated, Cade is one of seven Chillicothe-area women missing or found dead in the past 18 months.
