Rush Limbaugh: Women actually are consenting when they say 'no'

WASHINGTON, Sept. 16 (UPI) -- Conservative radio host Rush Limbaugh weighed in on the campus sexual assault controversy Monday, saying sometimes women are still consenting to sex when they say "no."

Limbaugh was speaking discussing Ohio State University's new policy mandating that students get explicit consent before engaging in sexual activity with another person. He said the policy doesn't allow for those instances when no -- which by definition means refusal -- is actually a form of seductive consent. Media Matters recorded the segment.

"Seduction used to be an art, now of course it's 'brutish' and it's 'predatory,'" he said on The Rush Limbaugh Show. "[According to Ohio State policy,] consent must be freely given, can be withdrawn anytime, and the absence of 'no' does not mean 'yes.' How many guys, in your own experience with women, have learned that no means yes if you know how to spot it? ... Are these [policies] not lawsuits waiting to happen?"

The frequency of sexual assaults on college campuses has become a prevalent problem for universities across the country. It has forced universities to review their handling and prevention of sexual assault on their campuses.
