TALLAHASSEE, Fla., June 9 (UPI) -- Florida Governor Rick Scott has signed a bill granting undocumented immigrants in Florida in-state tuition rates at public universities.

Students educated in Florida's public school system for at least 3 of 4 years can pay in-state tuition, regardless of their citizenship status.

"Signing this historic legislation today will keep tuition low, and allow all students who grew up in Florida to have the same access to affordable higher education,'' Scott said in a statement. "With this legislation, higher education became more affordable and more accessible to all Floridians."

The law passed Florida's state legislature 84-32 before being stalled in the senate until former-Governors Jeb Bush and Bob Martinez publicly threw their support behind the bill.

In addition to extending in-state tuition rates to undocumented students, Florida's new education bill also caps the University of Florida and Florida State University from raising tuition from 15 percent to 6 percent.
