BOSTON, Dec. 18 (UPI) -- A former foster father and Massachusetts school official posed as a 14-year-old boy online to get girls to strip for him on camera, federal prosecutors say.
At a hearing Tuesday, prosecutors asked that Steven Orloff, 48, of Framingham, a former school official in Stoneham, be denied bail, the Boston Herald reported. Prosecutors said Orloff's victims may number in the hundreds.
Magistrate Judge Jennifer Boal is expected to rule on bail by the end of the week.
The family of a girl who lived as a foster child in Orloff's home has sued the state, saying he secretly recorded her while she was in the shower.
David DiSanzo, a federal agent, said at Tuesday's hearing that Orloff started out accessing child pornography online. He allegedly moved on to getting in touch with teenage girls via Skype and convincing them to put on a show for him.
"It seems there was an appetite that grew," DiSanzo said.
