The Sept. 14 crash in Liberty Township injured 35 of the 51 passengers heading from Cincinnati to Detroit.

A highway patrol investigation found the bus was traveling about 68 mph on Interstate 75 while the driver was sipping hot coffee. He began coughing and passed out.

The bus ran off the right side of Interstate 75 and hit a fence and tree.

The report said Garrett was seen slumped over before the 3:50 a.m. crash.
