DAVIS, Calif., June 8 (UPI) -- Two teenagers living in a Northern California group home have been charged with raping an 11-year-old girl in a nearby park, authorities say.
A 13-year-old and 14-year-old have been charged with the rape, KCRA-TV reported Friday. They allegedly left EMQ Families First in Davis without permission Tuesday and then assaulted the girl.
The company that owns the chain of group homes has been investigated for wrongdoing by residents and staff, the TV station said. Former employees have been charged in Santa Clara County in the San Francisco area and San Bernardino in Southern California with sexually assaulting underage girls. The employee in San Bernardino County allegedly acted as a pimp for teenagers.
The California Department of Social Services released a report on the Davis facility by an inspector who visited it Thursday. "Multiple clients are 'AWOL'ing and physically acting out at a significant rate, causing concern for staff, other residents and the community at large," the report said.
Other inspections at Davis have also found evidence residents were harmed. In January, an inspector said a resident's arm was fractured in two places by staff members who were trying to restrain the child.
