Ethics panel to hear Waters case

WASHINGTON, Sept. 20 (UPI) -- The U.S. House Ethics Committee said it will conduct a hearing Friday on ethics allegations against Rep. Maxine Waters, D-Calif.

Waters is accused of improperly seeking financial assistance for a bank with ties to her husband. Her husband held a financial interest in OneUnited Bank, which received $12 million in bailout funds.

Waters has denied the allegations.

The three-year investigation has been beset by its own problems.

In late 2010, the committee stopped its work abruptly and placed two of its attorneys on administrative leave. Soon after, the committee's chief counsel left.

In July 2011, the panel hired outside counsel, attorney Billy Martin, to investigate whether committee members and staff acted inappropriately in the Waters case. Martin, after spending nearly $1 million in his review, determined the committee wasn't guilty of any wrongdoing and that Waters' rights weren't violated as claimed.
