BIRMINGHAM, Ala., Sept. 13 (UPI) -- An Alabama abortion clinic remained closed Thursday after state regulators again refused to grant a permit for the facility to operate.
Prospective owner Kelley Rain-Water said Wednesday she will reopen the New Woman All Women Health Care facility in Birmingham, CNN reported.
The clinic was ordered closed in May after officials cited it for multiple and serious violations of State Board of Health rules.
Former clinic owner Diane Derzis leased the building to her friend Rain-Water, but the state rejected Rain-Water's license application because of her friendship with Derzis.
The terms of the lease suggested Derzis could still profit from the clinic, said Brian Hale, an attorney for the Alabama Department of Public Health.
Rain-Water said she would renegotiate the lease and Hale said Rain-Water could submit another application.
Derzis, the previous clinic operator, said documentation issues led to the closure. No patients were ever in danger, she said.
Eric Robert Rudolph was convicted of a 1998 bombing at the clinic that killed a security guard and seriously injured a nurse.
