TRENTON, N.J., Jan. 17 (UPI) -- New Jersey Gov. Chris Christie Tuesday proposed a 10 percent cut in income tax rates "for each and every New Jerseyan."

In his State of the State address, Christie said his policies have helped the state rebound from an economic downturn, and said "the New Jersey comeback has begun."

"Here is my promise to the people of New Jersey: We will keep the momentum going. I will not permit anyone to re-impose the tax raising, overspending, irresponsible ways of our past which led to our dark decade of joblessness in New Jersey.

"I propose to reduce income tax rates for each and every New Jerseyan. In every tax bracket. By 10 percent across the board."

Christie called for reform of teacher tenure in the public education system, changes in the way charter schools are established, and vouchers for students in failing public schools so they can attend private schools, The (Newark) Star-Ledger reported.

He also called for bail reform and for mandatory treatment for non-violent offenders who are also substance abusers.

Assembly Speaker Sheila Oliver, delivering the response for New Jersey Democrats, said Christie's tax cut proposal is more favorable to the wealthy than to average income earners.
