Investigators say a man who said he had known Collins for 20 years told Virginia Beach police in April she had sought help from him in arranging the killing. The man allegedly agreed to cooperate and recorded conversations with Collins.

Collins' former husband, Andre Tyrone Davis, had custody of their twin daughters at his home in Virginia. She told the witness she owed money for child support.

She allegedly planned to have Davis shot when he brought the twins to North Carolina to hand them over for a visit.
