CHICAGO, April 13 (UPI) -- A Chicago alderman says he has received a load of gear promoting the 2010 Census that was manufactured in China, Bangladesh and Haiti.

Alderman Ed Burke said it appears the United States government has outsourced promoting the census to foreign countries, the Chicago Sun-Times reported Tuesday.

"They've apparently determined there is massive non-compliance in Chicago (56 percent) and decided to start community-based outreach programs," Burke said.

To publicize "March to the Mailbox," the Census Bureau is distributing T-shirts, shirts and hats touting the 2010 census.

The hats were made in China, the blue denim shirts come from Bangladesh and the T-shirts were manufactured in Haiti.

President Dennis Gannon of the Chicago Federation of Labor said manufacturing the gear in the United States could have been a "mini-stimulus package."

"It's heartbreaking to think we are leaving our workers in the cold and spending $340 million of our public funds in this effort," he said.
