ICRC: IDPs, migrants struggling in Libya

TRIPOLI, Libya, Nov. 12 (UPI) -- The ICRC's chief delegate in Libya said Tuesday there's not much help for displaced persons and migrants struggling to cope in a volatile security situation.

"Thousands of migrants are still living under extremely difficult conditions," Red Cross aid chief Katharina Ritz said in a statement. "The volatility of the situation and the absence of a clear legal framework for their presence in the country are complicating their situation."

The International Committee of the Red Cross said it was working with the Libyan Red Crescent Society to help respond to the needs of those trying to live under difficult circumstances. Some places in southern Libya where migrants were held closed recently, creating burdens elsewhere in the country.

Libya has struggled to restore basic security and administrative services since emerging from civil war in late 2011.

Aid workers visited some of the detention centers where the Red Cross said some of the displaced persons and migrants required immediate medical attention.

"Some are living under acceptable conditions in migrant retention centers, but most migrants lack adequate shelter and medical services," Ritz said.
