LONDON, May 12 (UPI) -- Libya can't have a viable future as long as Moammar Gadhafi remains in power, the British prime minister said Thursday in London.

British Prime Minister David Cameron welcomed Transitional National Council Chairman Mustafa Abdul Jalil to London. Jalil's council represents the rebel-backed leadership aiming to set up a government in the event Gadhafi's regime falls.

Cameron invited Jalil to set up formal diplomatic offices in London, saying his government would in turn boost its presence in Benghazi, the rebel capital of Libya.

London is one of the Western members of the coalition enforcing a U.N.-mandated no-fly zone over Libya. The language of the U.N. Security Council resolution authorizing military force in Libya doesn't include regime change, though Cameron said it was tough to envision a Libya with Gadhafi in power.

"It is impossible to imagine a real future for Libya with Gadhafi in power," he said in a statement. "The council represents the future of Libya as much as Gadhafi represents its past."

At least two people were killed Thursday when four rockets hit a Gadhafi compound in Tripoli. The leader recently appeared on television after a long absence. The attack followed claims by Libyan rebels that the western port city of Misurata was liberated.
