Rebels of the National Socialist Council of Nagaland abducted the youths from Tirap district of Arunachal Pradesh state, security agencies said Thursday.

The All-Arunachal Pradesh Students' Union threatened to launch a movement if the state government fails to secure the return of the youths, the student union said in a statement.

Arunachal Pradesh Chief Minister Dorjee Khandu has sought Prime Minister Manmohan Singh's intervention, said a news release issued by the chief minister's office.

"It is a matter of grave concern that militants are able to operate with impunity despite the district being declared disturbed under the Armed Forces (Special Powers) Act," Khandu said.

He has also taken up the matter with national security adviser M.K. Narayanan and Maj. Gen. Jitender Singh, general officer in command of the army in Tinsukia.

"We have set a deadline of 10 days for the government to secure the release of those kidnapped. If the government fails to do so, we students of Arunachal Pradesh will launch a vigorous movement in the state," said Gunjan Haider, general secretary of the student union.
