Garrido accused of several assaults

ANTIOCH, Calif., Sept. 4 (UPI) -- Police said more allegations of rape and kidnapping against Phillip Garrido, accused of kidnapping Jaycee Dugard 18 years ago in California, have surfaced.

While the details emerged Thursday, authorities were at a loss to explain how a person with Garrido's criminal record got out and stayed out of prison, The Sacramento (Calif.) Bee reported Friday.

"If you look at the reports of the psychiatrists and others involved, it is incomprehensible that any objective body would ever allow this man back into society," former U.S. Attorney McGregor Scott said. "It is just an absolute dereliction of duty."

Garrido has pleaded innocent to charges he kidnapped Dugard, now 29, at age 11, holding her captive at his home in Antioch, Calif., and fathering her two children.

In 1972, Garrido was arrested in the rape of a 14-year-old girl, Antioch, Calif., police revealed Thursday.

After Garrido's arrest last week in the Dugard kidnapping, the alleged rape victim in the 1972 case called Antioch police, the Bee said. Antioch Police Lt. Leonard Orman said the woman wanted authorities to know Garrido may have attacked multiple women.

Garrido was convicted in federal court in a 1977 kidnapping trial in Reno, Nev., for his abduction of Katherine Callaway, who was 25 at the time, court records said.
