BLACKSBURG, Va., Aug. 22 (UPI) -- A prosecutor says an ex-Virginia Tech official won't be charged for taking records concerning Seung-Hui Cho, the student behind the school's 2007 massacre.
Montgomery County Commonwealth's Attorney Bradley W. Finch said Robert Miller, the former head of the counseling center at Virginia Tech, did not violate any criminal laws by inadvertently taking Cho's mental-health records, the Richmond (Va.) Times-Dispatch reported Saturday.
Cho was the student who shot and killed 32 students and professors at the Blacksburg, Va., university April 16, 2007, before turning a gun on himself.
Miller handed over the mental-health documents in July and told authorities he accidentally had taken them with him when he left his counseling center post in February 2006.
Miller's lawyer, Edward J. McNelis III, maintains his client turned over the documents as soon as he discovered he had them.
The records detail Cho's meeting with a university counselor and the lack of any follow-up care for the student prior to his deadly shooting spree, the Times-Dispatch said.
