Peter Carr, spokesman for the U.S. Attorney's Office in Norfolk, said that in March 2007, Navy investigators uncovered "a massive fraud scheme" in which Gibbs used a government credit card to buy $363,253 worth of "high-value electronics such as computers and televisions" which were then either given to people or sold for profit.
