ANKARA, Turkey, Dec. 24 (UPI) -- Turkey can integrate its Kurdish minority with a more inclusive constitution and amnesty for members of the PKK, a report said.
The Turkish Economic and Social Studies Foundation report, "Recommendations from the Region to the Government," was based on interviews with 35 Kurdish leaders and with local officials and residents of the Kurdish-dominated region, Today's Zaman reported.
"Although there have been some limited steps taken towards a solution, no government has yet gone down to the roots of the problem. The distrust between the Kurds and the state still remains in place," Can Paker, the president of the foundation, said at a news conference Tuesday.
Paker said that the government's failure to resolve the status of its Kurdish minority could keep Turkey out of the European Union. He said that political violence will also continue.
The Kurdistan Workers Party, known by its Turkish initials PKK, is a violent group that has used refuges in the Kurdish region of Iraq. The government has responded with cross-border forays.
