Officials also charged Hill, 23, under the Explosive Substances Act for allegedly possessing suspicious materials unrelated to the spying allegations.

The Telegraph reports the MI5, England's counter-terrorism and security services agency, believes numerous Russian intelligence officers are working under cover in the Russia embassy conducting espionage operations against Britain.

"It is believed there are 30 intelligence officers working under cover in the Russian embassy, consulate and trade delegation," a statement from MI5 read in the Telegraph.

Hill is due in court Monday to face the explosive substances charge.
