2 Koreas' envoys begin bilateral talks

BEIJING, Nov. 3 (UPI) -- Negotiators for North and South Korea met Friday in Beijing to discuss plans to shut down North Korea's nuclear facilities.

Chun Yung-woo, the South Korean envoy who leads the country's delegation to the six-party talks, met with Christopher Hill, the top U.S. negotiator, in Seoul before leaving for Beijing, Yonhap News Service reported.

"We discussed a variety of issues including the North's nuclear disablement," Chun told reporters after four hours of discussions with Kim Kye-gwan, the North Korean negotiator. "The North also expressed its will to disable its nuclear facility."

During the first phase, North Korea has agreed to open its nuclear facilities to representatives of the other countries involved, receiving 950,000 tons of fuel oil or equivalent aid in return.

Japan and Russia are also involved in the talks.
