Russian experts dismiss Bush Iraq plan

MOSCOW, Sept. 14 (UPI) -- Conditions in Iraq will continue to deteriorate because the United States won't commit the number of troops needed to win the war, say Russian analysts.

The military analysts Friday dismissed U.S. President George Bush's announcement of a partial troop withdrawal as a public relations move, RIA Novosti reported.

"It is a pure PR move, but it is completely stupid from a military point of view," said Alexander Khramchikhin, a senior analyst at the Institute of Political and Military Analysis in Moscow.

Khramchikhin and other Russian military experts said Bush announced the withdrawal to bolster his low standings and those of Republicans in advance of the 2008 U.S. presidential election.

"You cannot conduct elections and wage a war at the same time," said Khramchikhin, adding Bush should send more troops if he is serious about winning the war in Iraq.
