Report: Tenet, CIA unprepared for Sept. 11

WASHINGTON, Aug. 21 (UPI) -- Former CIA Director George Tenet failed to prepare the agency for the threat posed by al-Qaida that led to the Sept. 11 terror attacks, a report said Tuesday.

The report, released by the agency's inspector general in summary form, said the failure occurred even though Tenet was aware of the danger from al-Qaida.

The New York Times quoted the report as saying Tenet was often too concerned with tactics instead of strategy and did not adequately promote information-sharing within the agency.

CIA officers "from the top down" worked hard against al-Qaida and its founder Osama bin Laden before the Sept. 11 attacks, the report concluded, but did not always work effectively or cooperatively.

However, despite multiple failures, the report found no single "silver bullet" that would have led the agency to predict or prevent the terror attacks, the Times reported.
