VIENNA, Feb. 21 (UPI) -- Ali Larijani, secretary of Iran's Supreme National Security Council, says Iran's nuclear energy program will not be diverted to military use.
Larijani, Iran's top nuclear negotiator, was in Vienna for talks with International Atomic Energy Agency Director-General Mohamed ElBaradei.

He told reporters he is prepared to offer guarantees that Iran's nuclear program would be restricted to peaceful nuclear activities, the Islamic Republic News Agency reported.
One such guarantee was the proposal for the creation of a consortium to conduct enrichment for Iran, the Iranian news agency said.
