NEW YORK, Jan. 3 (UPI) -- Former New York Mayor Rudolph Giuliani said Tuesday that a draft presidential campaign plan was leaked by a political enemy.
He said that opponents clearly hoped to remind voters of his messy second divorce and the controversy surrounding Bernard Kerik, his former police commissioner, The New York Times reported.
The document was given to the New York Daily News, which ran a story Tuesday.
The News described the plan as "a remarkably detailed dossier that sets out budgets, schedules and fundraising plans." But Giuliani described it as a tentative plan put together by an aide.
Giuliani has not made a formal announcement that he plans to seek the Republican nomination next year. Although he is popular with independent voters and moderates because of his handling of the aftermath of the Sept. 11, 2001, terrorist attacks, he might have trouble winning the nomination because of his positions on abortion and gay rights.
The document also suggests Giuliani might have fundraising problems since some of those named as potential backers have already signed on with Sen. John McCain.
