Council: CIA used European prisons

STRASBOURG, France, June 7 (UPI) -- A Council of Europe report released Wednesday says there is significant evidence the CIA used as many as seven European countries to move terror suspects.

A 67-page analysis by Dick Marty of the Council of Europe Parliamentary Assembly said evidence from national and international air traffic control authorities, as well as intelligence sources led him to believe detentions and transfers did occur.

"It is now clear ... that authorities in several European countries actively participated with the CIA in these unlawful activities. Other countries ignored them knowingly, or did not want to know," the report said.

Marty also said there were facts strengthening the allegations that landing points in Romania and Poland were detainee drop-off points near secret detention centers.

He also listed seven other member states that could be held responsible for violations of the rights of specific individuals: Sweden, Bosnia and Herzegovina, Britain, Italy, the former Yugoslav Republic of Macedonia, Germany and Turkey.

Marty's report is due to be debated June 27 by the plenary Council of Europe Parliamentary Assembly in Strasbourg.
