Itar-Tass reports details on the project -- such as which countries will be involved, where the enrichment will take place and for how long -- will be discussed.

Iranian Foreign Minister Manouchehr Mottaki said Russia's proposal needs work but is on the table so Iran can get the necessary nuclear energy and calm the fears of Europe and the United States.

Iran risks being referred to the U.N. Security Council after saying it won't work with international inspectors.

It is accused of starting a uranium enrichment program for nuclear weapons.

Iran claims it is for peaceful energy purposes.
