Bush to be tested by volatile Congress

WASHINGTON, Jan. 29 (UPI) -- As Congress heads back to Washington, President George W. Bush faces a challenge in rallying Republicans behind his initiatives, the New York Times reported.

Bush is pressing for Congress to complete work on a package of budget cuts, a reauthorization of anti-terrorism legislation and a measure to combat illegal immigration. However, the president has recently suffered a series of political setbacks, and some Republicans up for re-election this year are not as enthusiastic as they once were in supporting him, the newspaper said.

"People look at public opinion polls, and members of Congress are no exception," said Rep. David Dreier, R-Calif., chairman of the House Rules Committee. "I think it would be a stretch to argue that President Bush is at his strongest point. But I do think there is an underlying understanding and respect for his leadership skills."
