WASHINGTON, Aug. 20 (UPI) -- A memo written by U.S. Supreme Court nominee John Roberts in 1983 while serving in the Reagan Administration called for major changes to the high court.
Roberts has argued 39 cases before the Supreme Court, calling the litigation an honor. But he criticized the same court as having too much power while insulated from political pressure in an Oct. 3, 1983, memo to White House counsel Fred Fielding.
In the memo he called for term-limits on federal judgeships in order to keep them in touch "with reality," The New York Times reports.
He said the high court was intruding on congressional authority.
The memo was found among the 50,000 pages of documents recovered from the Ronald W. Reagan Presidential Library.
The documents cover Roberts' time in the Justice Department as special assistant from 1981-1982 as well as his role as associate counsel to Reagan from 1982-1986.
The Senate Judiciary Committee has scheduled hearings on Roberts' nomination in early September.
