Annan appoints final envoy for U.N. reform

UNITED NATIONS, April 12 (UPI) -- United Nations Secretary-General Kofi Annan Tuesday appointed a fifth -- and final -- envoy to help curry world support for his plan to reform the organization.

Vaira Vike-Freiberga, President of Latvia, has agreed to support and spread Annan's reform ideas, joining four other envoys Annan has already tapped.

The five reform ambassadors will each tackle a region of the world. They are: Dermot Ahern, minister of foreign affairs for Ireland; Ali Alatas, former foreign minister of Indonesia; Joaquin Chissano, former president of Mozambique, and Ernesto Zedillo, former president of Mexico.

In September all 191 U.N. member states are scheduled to debate the structural and organizational changes to the world body Annan unveiled last month. Chief among those are an expansion of the Security Council and an overhaul of the U.N. Commission on Human Rights.
