Spain votes on EU constitution

MADRID, Feb. 20 (UPI) -- Spanish voters went to the polls Sunday to cast their vote on the European Union's first constitution.

Spain's Prime Minister Jose Luis Rodriguez Zapatero urged his nation's 35 million voters to cast their ballots in the affirmative, the BBC reported.

"We cannot miss the opportunity to be protagonists and set the course for all Europeans with a massive 'yes,'" he told a crowd Friday.

Spain's Socialist Party, the governing party, and its opposition support the ratification of the EU constitution. Most voters are expected to support the EU constitution, but the government has feared a low voter turnout.

All 25 members of the EU must ratify the EU's constitution, which is designed to streamline the EU's decision-making process after the bloc brought in 10 new members last May.

The referendum is non-binding - Spain's Parliament has the last word.
