The Ohio River was five feet over its banks in Cincinnati with more rain forecast for midweek. The National Weather Service said the river was expected to crest at 57 1/2 feet Tuesday, the highest level since 1997 when flooding killed more than a dozen people and caused more than $400 million in damage, the Cincinnati Enquirer said Monday.

The river crested in Parkersburg Saturday, flooding more than 229 homes with more than four feet of muddy water.

Thousands of homes remained without electrical power in portions of north-central Indiana, Ohio and Pennsylvania from Thursday's ice storm.
