DALLAS, Nov. 17 (UPI) -- Proposed school reforms in Texas include a dramatic expansion of charter schools although a recent study found many of them are failing.
The report presented to Gov. Rick Perry also scraps the current teacher salary system and creates financial incentives for schools, The Dallas Morning News reported Wednesday.
The recommendations from the Governor's Business Council also include introduction of private-school vouchers.
Carolyn Boyle of the Coalition for Public Schools said the poor record of charter schools in Texas is an argument against further expansion.
Charter schools, as a whole, are performing well behind other public schools in Texas, according to a review of test data conducted last month by the News.
Charles Miller, a member of the council, said families need school options. He admitted there are problems with some charter schools and the state needs to fix those programs.
