BOSTON, Nov. 3 (UPI) -- The Kerry campaign refused to concede Ohio to President Bush, with more provisional ballots at large than the margin of victory for the incumbent.
A win in Ohio would push Bush over the threshold of electoral votes needed to win his re-election bid. As of early Wednesday, however, most networks declared the state too close to call. Only Fox and NBC gave it to Bush. With 90 precincts reporting, Bush led Kerry 52 percent to 49 percent.
His lead, however, was just more than 100,000 votes, while 250,000 provisional ballots remained outstanding.
"The vote count in Ohio has not been completed," campaign manager Mary Beth Cahill said in a statement.
"There are more than 250,000 remaining votes to be counted. We believe when they are, John Kerry will win Ohio."
