U.N.: SE Asia nations could breed terror

UNITED NATIONS, Oct. 22 (UPI) -- The United Nations al-Qaida sanctions committee warns Cambodia and countries without international help can become "a breeding ground for terrorism."

Ambassador Heraldo Munoz of Chile, chairman of the council's committee charged with enforcement of sanctions against the al-Qaida terrorist network and the Taliban, gave the warning to reporters Friday during a briefing on a committee visit earlier in the month to Australia, Cambodia, Thailand and the Philippines.

"We found different situations in terms of compliance and capacity to the threat of al-Qaida," he said.

"In the case of Cambodia we are concerned because not only there is no (anti-terror) legislation but we observe a lack of capacity for the eventual enforcement of the legislation that comes to be passed," Munoz said. "Our conclusion was that Cambodia as well as other countries urgently need international cooperation to enhance their capabilities to fight terrorism. Without that they will be a breeding ground for terrorism."
