Chinese Communist Party outlines policies

BEIJING, Sept. 27 (UPI) -- The Communist Party of China issued a major policy document over the weekend outlining the goals of governance it will pursue under the leadership of Hu Jintao.

Hu, 61, solidified his status as the supreme leader of China on Sept. 19 when Jiang Zemin relinquished his last position of political power as chairman of the CPC's Central Military Commission controlling the mainland's armed forces.

On Sunday, state-controlled media announced publication of the "CPC Central Committee Decision on the Enhancement of the Party's Governance Capability." The document was adopted at the Fourth Plenum of the 16th CPC Central Committee held in Beijing Sept. 16-19.

Highly critical of cadre corruption and incompetence, the document warns that the Communist Party's ruling status "will not remain forever if the Party does nothing to safeguard it."

China's reform and development has reached a critical stage in which "hostile forces are still pursuing strategic attempts to Westernize and separate our country," it said.
