Roh sees no progress until U.S. election

MOSCOW, Sept. 22 (UPI) -- South Korea's president says there'll be no tangible progress in the North Korean nuclear weapons standoff until after the U.S. presidential elections.

Speaking in Moscow, Roh Moo-hyun indicated Pyongyang will not come to the table, expecting a drastic change in U.S. policy toward North Korea based on the outcome of the November election.

"For instance, the U.S. totally changed its North Korean policy after the last presidential election, although they had nearly reached a conclusion over the problem under the Clinton administration,'' Roh said during a breakfast meeting with a group of correspondents accompanying him on his visit to Russia, the Korea Times reported.

Roh acknowledged the recent disclosure of South Korea's nuclear test in the past and the influx of North Koreans from a third country have also been darkening the prospect for the six-way talks designed to persuade North Korea to rescind its nuclear ambition.
