Va. gov. releases budget proposals

RICHMOND, Va., Dec. 19 (UPI) -- Gov. Jim Gilmore presented his final budget to the General Assembly money committees Wednesday that proposed to solve the state's current shortfall by using half of a $900 million rainy day fund and $600 million from a transportation fund. The state faces a $1.3 billion shortfall for the 2002 fiscal year that ends June 30.
