UNITED NATIONS, March 26 (UPI) -- The U.N. Security Council Friday unanimously approved a resolution for a Counter Terrorism Executive Directorate headed up by an executive director.
Restructuring of the Counter-Terrorism Committee is seen as a bid to revitalize the panel's efforts and adapt to the evolving nature of attempts to counter terrorism.
The council resolution calls for the CTC to consist of a plenary comprising the Security Council's member states. The members will focus on strategy and policy decisions. Then there will be a bureau made up of the committee's chair and vice-chairs, which will have a consolidated expert and secretariat staff, known as the Counter Terrorism Executive Directorate.
Secretary-General Kofi Annan will have 45-days to appoint an executive director who in turn will have 30 days to come up with a plan of action.
CTC chairman Ambassador Inocencio Arias of Spain described the new counter terror czar as "the Hans Blix of terrorism," referring to the retired chief U.N. weapons inspector.
